Doug Carter, superintendent of the Indiana State Police, was obviously moved when he declared, “Today is not a day to rejoice,” during a press conference on Monday, October 31.
A “important step in leading to the completion of this long-running and difficult investigation,” he said of the arrest.
Carter also expressed his gratitude to the law enforcement officers who continued to work on holidays, postponed retirement, and declined promotions in order to complete the probe.
This investigation is far from finished, and we won’t compromise its integrity by disclosing or talking about papers or material before the proper time, according to Carter.
Carter and McLeland agreed that the probable cause affidavit and charge paperwork contain material that would very certainly become public, but they refused to discuss the evidence during the press conference because “Today is about Abby and Libby.”
The fact that Allen is a “local man” from Delphi, according to McLeland, and that cops “haven’t closed the door on the inquiry,” is “concerning,” he continued.
Williams and German were dropped off at the Monon High Bridge on February 13, 2017, where they were last seen intending to “wander around and hang out.” When it was time for them to be picked up, they allegedly failed to appear, and the next day, their bodies were discovered in a wooded area close to the Delphi Historic Trail.
German allegedly recorded an audio clip and a video of the suspect on her iPhone, both of which include the man’s voice stating, “Down the hill.”
